Tera’s Politics system explained

If, like me, you’ve been scratching your head about the political system in Tera. Well the official forums shares a little light on Vanarch selection.

 

Conditions for candidates and elected Vanarchs

Since the political system is tightly linked to the guilds, the following stipulations apply for all candidates and elected Vanarchs:

  • You can only register one candidate per game account.
  • The candidates and elected Vanarchs cannot delete their characters during the whole election/ruling phases.
  • The candidates and elected Vanarchs cannot leave or disband their guilds, or delegate their guild master powers to someone else.
  • The elected Vanarchs cannot give up their position and have to set their ruling policies during their tenure.


Where to register?

During the registration phase, a candidate must go to one of the following NPCs in order to activate his candidacy:

  • Velika – Jorian (at the Velika Consul Office)
  • Allemantheia – Paulo (in the Consul’s Hall)

Please note that if you want to apply, the following stipulations apply:

  • Your character needs to be at least level 50
  • Your guild must be level 3 and have more than 20 members
  • The registration fee is 3000 gold and 100 Cathanarch awards

After selecting the continent where you want to be elected you need to set a ranking for each province of that continent. Each candidate can enter a short statement in order to encourage other players to vote for him/her. Once a candidate has been registered, he/she will receive a confirmation through in-game mail as well as a potion which will increase the power of everyone in the guild temporarily.

The three stages of election
As stated in our previous news, each election is composed in three phases:

  • Registration phase
    • If your character meets the requirements, they can apply through the dedicated NPCs in Allemantheia or Velika.
  • Election phase
    • During the election phase, any character above level 20 can vote for their preferred leader and view the current ranking of each candidate.
  • Ruling phase
    • Once a Vanarch has been elected; he will gain access to a special ruling menu where he can fully execute his power. Each ruling phase lasts 3 weeks, and at the end of the first week of ruling the registration phase starts again for the next campaign.

I’ve been elected! What now?

Congratulations! You are now in charge of one of the provinces of TERA. Here are some of the wonderful benefits you get for being elected:

  • A special white stallion mount will be made available to each Vanarch as well as its guild members. Please note that this mount will disappear once the ruling phase is over.
  • A Vanarch is able to set up the following policies on his territory :
    • Deactivating his region for PvP (only in Northern & Southern Shara)
      • Please note that this option is not available on PvE servers.
  • Establish a tax rate for the general goods store, the crystal store, the learning skill fee, the Pegasus fee and the teleport fee. The tax rate can be set between 1% and 15%.
  • Activate the following NPCs
    • Speciality store vendor
    • Tactic instructor
    • Magic instructor
    • Noble cleric of restoration (which provide a movement speed buff as well as restoring the stamina)
    • Trade broker
  • Make global announcements on his region through the /Vanarch command
    • Example: if you are the Vanarch of the Island of Dawn, type “/Vanarch Bow before your new lord!” (without quotes) in order to display the message for the whole region.

Policy points

Power comes at a cost. In order to rule your province, you will need policy points to change the rules of your region. You can obtain policy points through the following methods:

  • A newly elected Vanarch will obtain 1000 policy points when winning an election.
  • 5 policy points will be awarded to the Vanarch each time his guild obtains a recommendation from other players.
  • Policy points can also be obtained from various guild quests which are only available for the Vanarch’s guild members.

You can find the various costs for each policy below:
Deactivate PvP : 200 points

  • Activate speciality store vendor : 1500 points
  • Activate tactic instructor: 500 points
  • Activate magic instructor: 500 points
  • Activate noble cleric of restoration: 500 points
  • Activate trade broker: 500 points
