			<content:encoded><![CDATA[<p>Yesterday, Valve announced perhaps the greatest threat to your social life since Steam itself. I am of course talking about &#8220;Remote Downloading&#8221;.</p>
<p>You can now manage your Steam library while at work or shopping with the missus, purchase new titles and download them to your PC (or if you&#8217;re one of them, a Mac) and have it already to go when you return home. Obviously you need to leave your computer on to do this, but why wouldn&#8217;t you now you can do this?</p>
<p>Just be careful if you go out drinking, you might wake up to Jurassic Park: The game, installed.</p>

Here comes the facepalm" href="http://geeky.ly/ubisoft-introduces-team-ghosts-new-member-coco-here-comes-the-facepalm/" target="_blank">Coco and Team Ghost nonsense</a> for a moment Ghost Recon: Future Soldier is a game we should all be interested in. Why? It&#8217;s a tactical FPS which should mean a little bit of thought will be needed. But it&#8217;s one of the few shooters set near future with a basis in realistic technological progression. Many elements within GRFS could be or already are in use by military forces around the world.</p>
<p>In this trailer we get a look at the overarching story; rogue state, nukes same old stuff. What I cared about was the features. Active camo, Xrays, drones and oh yeah there&#8217;s one bit in space.<br />

<p>&nbsp;</p>
<p><strong>Conditions for candidates and elected Vanarchs</strong></p>
<p>Since the political system is tightly linked to the guilds, the following stipulations apply for all candidates and elected Vanarchs:</p>
<ul>
<li>You can only register one candidate per game account.</li>
<li>The candidates and elected Vanarchs cannot delete their characters during the whole election/ruling phases.</li>
<li>The candidates and elected Vanarchs cannot leave or disband their guilds, or delegate their guild master powers to someone else.</li>
<li>The elected Vanarchs cannot give up their position and have to set their ruling policies during their tenure.</li>
</ul>
<p><strong><br />
Where to register?<br />
</strong><br />
During the registration phase, a candidate must go to one of the following NPCs in order to activate his candidacy:</p>
<ul>
<li>Velika – Jorian (at the Velika Consul Office)</li>
<li>Allemantheia – Paulo (in the Consul’s Hall)</li>
</ul>
<p>Please note that if you want to apply, the following stipulations apply:</p>
<ul>
<li>Your character needs to be at least level 50</li>
<li>Your guild must be level 3 and have more than 20 members</li>
<li>The registration fee is 3000 gold and 100 Cathanarch awards</li>
</ul>
<p>After selecting the continent where you want to be elected you need to set a ranking for each province of that continent. Each candidate can enter a short statement in order to encourage other players to vote for him/her. Once a candidate has been registered, he/she will receive a confirmation through in-game mail as well as a potion which will increase the power of everyone in the guild temporarily.</p>
<p><strong>The three stages of election</strong><br />
As stated in our <a href="https://forum.tera-europe.com/showthread.php?t=84781" target="_blank"><strong>previous news</strong></a>, each election is composed in three phases:</p>
<ul>
<li><span style="text-decoration: underline;">Registration phase</span>
<ul>
<li>If your character meets the requirements, they can apply through the dedicated NPCs in Allemantheia or Velika.</li>
</ul>
</li>
</ul>
<ul>
<li><span style="text-decoration: underline;">Election phase</span>
<ul>
<li>During the election phase, any character above level 20 can vote for their preferred leader and view the current ranking of each candidate.</li>
</ul>
</li>
</ul>
<ul>
<li><span style="text-decoration: underline;">Ruling phase</span>
<ul>
<li>Once a Vanarch has been elected; he will gain access to a special ruling menu where he can fully execute his power. Each ruling phase lasts 3 weeks, and at the end of the first week of ruling the registration phase starts again for the next campaign.</li>
</ul>
</li>
</ul>
<p><strong>I’ve been elected! What now?</strong></p>
<p>Congratulations! You are now in charge of one of the provinces of TERA. Here are some of the wonderful benefits you get for being elected:</p>
<ul>
<li>A special white stallion mount will be made available to each Vanarch as well as its guild members. Please note that this mount will disappear once the ruling phase is over.<img src="http://tera-europe.com:8080/uploads/RTEmagicC_political_horse.png.png" alt="" border="0" /></li>
</ul>
<ul>
<li>A Vanarch is able to set up the following policies on his territory :
<ul>
<li>Deactivating his region for PvP (only in Northern &amp; Southern Shara)
<ul>
<li>Please note that this option is not available on PvE servers.</li>
</ul>
</li>
</ul>
</li>
</ul>
<ul>
<li>Establish a tax rate for the general goods store, the crystal store, the learning skill fee, the Pegasus fee and the teleport fee. The tax rate can be set between 1% and 15%.</li>
<li>Activate the following NPCs
<ul>
<li>Speciality store vendor</li>
<li>Tactic instructor</li>
<li>Magic instructor</li>
<li>Noble cleric of restoration (which provide a movement speed buff as well as restoring the stamina)</li>
<li>Trade broker</li>
</ul>
</li>
</ul>
<ul>
<li>Make global announcements on his region through the /Vanarch command
<ul>
<li>Example: if you are the Vanarch of the Island of Dawn, type “/Vanarch Bow before your new lord!” (without quotes) in order to display the message for the whole region.</li>
</ul>
</li>
</ul>
<p><strong>Policy points</strong></p>
<p>Power comes at a cost. In order to rule your province, you will need policy points to change the rules of your region. You can obtain policy points through the following methods:</p>
<ul>
<li>A newly elected Vanarch will obtain 1000 policy points when winning an election.</li>
<li>5 policy points will be awarded to the Vanarch each time his guild obtains a recommendation from other players.</li>
<li>Policy points can also be obtained from various guild quests which are only available for the Vanarch’s guild members.</li>
</ul>
<p>You can find the various costs for each policy below:<br />
Deactivate PvP : 200 points</p>
<ul>
<li>Activate speciality store vendor : 1500 points</li>
<li>Activate tactic instructor: 500 points</li>
<li>Activate magic instructor: 500 points</li>
<li>Activate noble cleric of restoration: 500 points</li>
<li>Activate trade broker: 500 points</li>
</ul>

			<content:encoded><![CDATA[<p>I think many of us were a little nervous after the departure of Bungie from the Halo franchise; could 343 Industries capture what made the universe so compelling in Halo 4? Halo Wars wasn&#8217;t a great game in my opinion but the cut scenes were jaw dropping, so we knew Microsoft money was being put to good use on that front.</p>
<p>343 Industries released a behind the scenes video giving you a glimpse of not only the game itself but sharing how they feel about the Halo universe.<br />

<p>I&#8217;m buoyed by the fact that the wanted to &#8220;create a threat beyond anything the Master Chief has faced before&#8221; which puts to rest my fears that the enemy will be a surviving pocket of The Flood or splinter group of The Covenant, could it be the Forerunners as rumours suggest? If so then I want to know how they survived and where they&#8217;ve been.</p>
<p>Multiplayer was talked about extensively and I&#8217;m glad they discuss why red guys will fight blue guys. I know it&#8217;s a really small thing but it always bugged me, not enough to give it serious thought but I&#8217;m looking forward to seeing a reason behind it. Then again, if they do it wrong it could just irritate Halo fans, and while currently fewer in number than the CoD player base, they shout much MUCH louder.</p>
<p>But best of all multiplayer maps are being designed from the ground up and not re-purposed from the single player campaign; what works for solo play doesn&#8217;t always translate well to multiplayer. You don&#8217;t want choke points or areas with exploitable cover that can;t be cleared without major losses. That may work for tactical shooters but Halo 4 must have a faster paced and more freeflowing experience.</p>
<p>Last of all, the thing I wanted to hear most they said &#8220;it&#8217;s still Halo, but it has it&#8217;s own voice&#8221;</p>

			<content:encoded><![CDATA[<p>Breaking news (get it?): A game breaking bug has been found in Diablo III; early in the game when equipping the Templar companion with a shield, players are kicked from the server and shown an Error 3006 message.</p>
<p>Online players are recommending not trading shields with the Templar, whilst it appears conditional it&#8217;s recommended you avoid this action, because frankly it&#8217;s not worth the risk.</p>
